Housing Disturbances

housing disturbance

Many issues can be resolved through a polite conversation. If possible, speak directly with the tenant causing the disturbance. You can also contact DAS or your tenant committee for assistance.

Submitting a Housing Disturbance Report

To help us investigate the matter, include:

  • what happened
  • when it happened
  • how often it occurs
  • the apartment number involved

Please make sure the source of the disturbance has been identified correctly before submitting a report.

In Serious Situations

If the situation is serious or threatens safety, contact the police immediately.

Please note that the police do not automatically share information about their visits with DAS. If you would like DAS to investigate the matter, you must also submit a housing disturbance report separately.

What Happens Next?

All reports are handled confidentially. DAS will review the report and request a statement from the tenant concerned. The identity of the person submitting the report is not disclosed.

Repeated or Serious Disturbances

Repeated or serious disturbances may result in warnings and, in some cases, termination of the tenancy agreement.

According to Finnish legislation, DAS may terminate a tenancy agreement if, for example:

  • rent is not paid as agreed
  • the apartment is assigned to another person without permission
  • the apartment is used for purposes other than normal residential use
  • the tenant repeatedly causes disturbances
  • the apartment is neglected
  • health, safety or house rules are seriously violated

In serious cases, DAS may terminate the tenancy agreement immediately and, if necessary, initiate eviction proceedings through the district court.
